R4 Zoning Review

In 2019 the City of Ottawa undertook a review of its R4 Zoning (multi unit lowrise). The RJH team prepared site development analyses and building concept plans, to test the feasibility of a proposed zoning standards. After completing this work, we provided Predictive Development Analysis to inform the crafting of Form Based Zoning. Our diagrams triggered a shift in direction as we were able to demonstrate how to reverse engineer zoning in order to achieve desired forms of infill. The City of Ottawa continues to apply these Form Based principles in ongoing zoning projects.
